Conference on " the impact of labor law on women in Kosova"

On 19th of December a conference about “the impact of Labor Law on Women in Kosova “ took place at the Hotel Sirius in Prishtina. This project was promoted by the Institute for Sustainable Communities and the Friedrich Ebert Foundation (FES).
After the conference was opened by a Lujeta Vuniqi (Kosovar Center for Gender Studies, KGSC), a presentation about their research study on the impact of Labor Law on Women in Kosovo followed. This study was used as the basis for the followed conference, where at the beginning important speakers like Agim Millaku ( the Deputy Chief Inspector of the Inspectorate Executive Agency of Kosovo Labor),  Gijlanaze Novoberdaliu Gola (Ministry of labor and social welfare), Lumnije Hashani (Legislation Officer for Economic Affairs), Valdet Hajdini ( BSPK), Lumnije Hashani (Legislation Officer for Economic Affairs) and Mirlinda Kusari ( SHE- ERA) pointed out their standpoint and gave recommendations about labor law for women in private and public sector could be strengthened. For example, it was mentioned that the promotion of labor law is necessary in order to arise awareness and that media plays a significant role. Then, the floor was opened for discussions and further inputs by other participants and guest , all in all 47 participants, who raised questions and gave examples how implementation of labor law for women looks like in daily life. When the conference was closed, participants were invited for a drink.

Conference on " semi- presedential regime: Where is the new-born republic heading?"

On the 9th of December 2011, the Friedrich Ebert Foundation and the Group for Legal and Political Studies (GLPS) welcomed selected guests like the Croatian and French ambassadors and members of the Civil Society and Arsim Bajrami, the deputy chairperson of the Kosovo Constitutional Commission, to the Prishtina Hotel in order to discuss the policy report on “semi- presidential regime: Where is the new-born republic heading?”. 
The panel discussion was opened by a speech of Mr. Dren Doli of GLPS. After that Mr. Fisink Korenica (GLPS) has given a short overview on the current political system of Kosovo and outlined the most important points of the report. Subsequent, the floor for further opinions and comments was given. Hereby, the ambassador of France stated that besides the a functioning regime type, the Republic of Kosovo also needs to keep on working to implement basic political tools like the rule of law, a functioning administration in order to keep the overall system work. Then, the Croatian ambassador drew comparisons between Kosovo’s and Croatia’s political system. At the end, some questions were raised about the political parties and were answered by Mr. Bajrami. After closing the conference, participants were invited for a dinner.

Local Governance Academy

KLGI has successfully inaugurated and launched the Local Governance Academy with the support and cooperation of the Friedrich-Ebert-Stiftung, Norwegian Embassy and British Council.

The inauguration ceremony was held on 16.11.2011 where many mayors and local government officials, participants of the first generation of the Academy were introduced to the aims and outlines of the LGA modules.

The first module, supported by the Friedrich Ebert Stiftung and titled:  “The History of the Local Governance and Decentralisation in Kosovo-Opportunities and Challenges” was launched on 18.11.2011 with presentations from experts, politicians and lectures on Local Governance issues  including : Mr. Lutfi Haziri, first minister for the Local Government in Kosovo responsible to start the implementation of the Decentralisation plan  based on Ahtisari package for Kosovo’s status, Adrian Zeqiri, Director of the ECMI(European Center for Minority Issues) and Steve Schook, former Deputy SRSG of UNMIK at the time of  the initiation of the Decentralisation reform in Kosovo.

On December 8th 2011, Dr Ita O'Donovan, Senior Expert from European Cooperation for Stronger Municipalities and Lecturer at the University of Birmingham will give a presentation on the relationship between Elected Official (Mayors) and civil servants (administration). Krenar Loshi, UNDP Head of Democratic Cluster and Besnik Osmani, Permanent secretary of the MLGA will also lecture, thus  concluding the  First Module of the Local Governance Academy.

Activity: Policy Brief and Roundtable: Trade relations between Kosovo and Serbia after installing recprocity measures

 

Since March 2011, the Friedrich-Ebert-Stiftung and Riinvest Institute have organized a series of round tables on different economic, social and political issues. The final product of these roundtables is this briefing paper which aims to serve as an input for the debate among experts, politicians and representatives of institutions.

In general, this briefing paper deals with the trade relations between Kosovo and Serbia and specifically with the impacts of reciprocity measures on Kosovan economy during the period when they were installed and removed after two months.

The participants in the debate included MP-s from position and opposition, economists and civil society organizations as well as representatives from the Kosovo Business Community. After a lively debate, participants at the roundtable came without an alternative solution besides “re-installing reciprocity measures towards Serbia as long as Serbia does not respect the achieved agreements” for the purpose of protecting Kosovo Economy and stimulate Local Businesses and Local Production.

The Center for Qualitative Research (CQR) and ATRC in cooperation and with the support of Friedrich-Ebert –Stiftung organized a series of debates with youngsters and members of youth forums of political parties in Kosovo on the quality of involvement of youth in political parties. The activity took place in the three cities of Ferizaj, Gjilan and Gjakova. Earlier this year CQR ( supported by FES) has conducted a study the findings of which indicated that youth enters usually in the political party and political life with a lot of confidence and motivation which is gradually lost once they become member of the political parties. If this is happening and which are the reasons were key points raised in the debates. The debate series will continue also during the 2012 since the interest of Kosovo youth to be active in the political life and a political party is evidenced.

EU integration at the local level, Gjakova

The Women NGO Network “Qeliza” in cooperation and with the support of the Friedrich- Ebert-Stiftung, Office in Prishtina completed the project “EU Integration at the Local Level” that lasted from April –November 2011 with the final activity where the final report was presented and discussed with municipality EU Integration officials and representatives from the Ministry of EU Integration. The project included training activities for the local EU Integration officials and workshops where they prepared a standardized report for their activities within the requirements from the EPAP implementation from the side of municipalities. The report included also a monitoring of the activities for the implementation of actions stemming from the EPAP in key relevant sectors at several municipalities from the Dugagjini Region: Gjakova, Peja, Decan, Junik, Malisheva and Rahovec, during the reporting period of April – September 2011.

The purpose of the project and its final report was to further expand on the European integration transparency improvement and to present the state of play of standard implementation at the local level (beneficiary municipalities) that is considered to be one of the most important processes for giving an impetus to preparations for further European integration phases. 

The Project gave concrete recommendations for the improvement of the municipality contributions to the EPAP plan and that might be valid for all Kosovo municipalities. The report finds that generally there is a need to:

Together with the Erste Stiftung the FES Prishtina hosted a discussion on ‘Legalization Permit vs. planning Permit’ in Prishtina on 28 and 29th of October. The speakers Florina Jerliu and Kai Vöckler from Archis Interventions introduced the topic of the possible legalization of buildings erected without building permit shortly. Afterwards the audience of about 40 people was invited to discuss the crucial questions regarding this issue further. Several guests, among them legal experts, architects, journalists and members of the public administration, have taken this opportunity and sowed the seeds of the debate.

Roundtable discussion “Decent work in the public and private sector: differences, similarities and challenges.”

On the occasion of the World Day for Decent Work, Friedrich Ebert Stiftung Prishtina Office and the Gender Training and Research Center Kosovo (GTRC), organized a thematic roundtable discussion on the topic of decent work in the private and public sector. The referents were Haxhi Arifi (Union of Independent Trade Unions of Kosovo), Behxhet Shala (Council for Defence of Human Rights and Freedoms), Tahire Haxholli (Kosovo Police Service) and Ferinaze Isufi (Gender Equality Officer, Ministry of Labor and Social Welfare). In the roundtable took part representatives from governmental institutions, trade unions and the civil society. A lively discussion was held on the problems and possible solutions on the integrity of decent work. The focus was on women’s labor rights. Also, proposals were offered on how the government and trade unions should intervene when trying to secure decent labor rights. From the discussion could be concluded that securing decent work is harder in the private sector rather than in the public sector and that a major obstacle for doing so is the non-existence of employment contracts.

The Tenth International Conference (Jubilee) of “Business and Employment” on the topic:”The impact of the economic growth and innovation on business development; reducing unemployment and poverty in Kosovo and other countries in transition and development.”

The Tenth International Conference of Business and Employment was held in Prishtina, Kosovo, with the cooperation of the Kosova Finance Institute (IFK). The Conference was divided into six sessions. The sessions were on the topics of (1) economic growth and the impact of business development on reducing unemployment and poverty at national and international level, (2) the role of the government and international organizations on the economic development and on overcoming global financial crises, (3) the impact of economic and business development to increase employment and reduce poverty, (4) the importance of modern management of the economy and finance in order to increase the development of businesses and reducing poverty, (5) the function of innovation, technology and information system on economic growth and employment in market economy conditions, (6) presentation of the results of work on the publication for the Tenth International Conference. In the panel discussions experts on the field of economic development debated the progress of Kosovo, Albania, Montenegro, Romania, Slovenia, Italy, Turkey and the region.

Roundtable Discussion on the Progress of Changes at the Constitution of the Republic of Kosovo

Friedrich Ebert Stiftung Office in Prishtina and the Association of Kosovo lawyers (LJK-AKL) organized a roundtable discussion on the progress and amendment proposals of the Kosovo Constitution. The venue took place on the 3rd of October 2011 in Grand Hotel, Prishtina. The introductory speech was presented by Arsim Bajrami (Committee for Amending the Constitution of Republic of Kosovo) and afterwards opened for discussion among the guests. It was argued how the transition in the constitution from the so-called “supervised state” should take place and how the president of Kosovo should be elected. It was agreed that the importance of international institutions should still remain, but that their activities should in future focus more on monitoring rather than supervising. On the issue of presidential elections it was argued if the president should be elected directly by the people, on the age of the presidential candidate and what ties should the president have to political parties.

1st Political Academy – for Progressive Youth in 2011 - Third Module.

The third Political Academy from the Friedrich-Ebert-Stiftung Prishtina Office and Olof Palme International Center took place in Durrës, Albania. The third module covered the topic of Good Governance and invited experts like Prof. Dr. Rexhep Meidani (Former President of Albania), Bernard Zeneli (Brain Gain Programme, Albania), Besnik Tahiri (Kosovo Local Government Institute), Ariana Haxhiu (Albanian National Training and Technical Assistance Resource Center) to hold seminars on the fields of good governance on the local and regional level, government, sovereignty, political culture and on the last day there was also a training on project management conducted. The participants had lively discussions on localizing good governance for Kosovo and when assessing the situation of good governance in the comparison to other countries and how other European countries have managed implementing principles of good governance in their everyday political and administrative work. Case studies were analyzed. The young participants learned much about the governmental structures in their own country as well elsewhere.

Panel Discussion on Gender Budgeting

FES with the cooperation with GIZ organized on the 8th of September 2011 in Grand Hotel, Pristina, Kosovo, a panel meeting on the topic of gender budgeting and the possibility of its implementation in Kosovo. To the event the following panelists were invited: Ms. Safete Hadergjonaj (Chairwoman of the Committee for Budget and Finance of the Assembly of the Republic of Kosovo), Ms. Luljeta Vuniqi (Gender Training and Research Center CFD, Kosovo) and Mr. Klaus Feiler (Budget Director, Senate Department for Finance Berlin, Germany). In the meeting Mr. Klaus Feiler spoke about the experience Berlin had made with the years of practicing gender budgeting and about the difficulties there were in the beginning. As for the institutions of Kosovo not having much experience in this field so far, it was important to get information and input on how to take over gender budgeting practices where there have been none before.

On these grounds gender sensitive budgeting areas in Kosovo were addressed. It was argued about the political willingness of the Kosovar authorities and the resources Kosovo has to implement these practices. The panellists concluded from the discussion that there is only some initiative needed to start collecting information on how policies have so far influenced men and women, girls and boys. Also, it was agreed that not many resources are needed in starting to adjust budgeting to gender needs. On the contrary, with a smaller budget it is even more important to see the specific needs and allocate financing.

To conclude, in the panel discussion it was assented that gender budgeting can contribute to cost conscious governing. Through a more precise distribution of funds towards the real needs of groups in society gender budgeting could enable greater accuracy and sustainability. Gender budgeting promotes transparency in terms of gender equality and it is an instrument for target-oriented budgetary policies. Kosovo has so far shown not much willingness to start implementing gender budgeting as for the lack of knowledge on how it should be done. But the discourse is being tackled and from different positive examples, like Berlin has shown, gender budgeting will surely be more vocal.

Visioning Workshop, Ohrid, Macedonia


FES and its partners UN-HABITAT and Cultural Heritage without Borders organised in Ohrid, Macedonia a 5-day Visioning Workshop on visioning and methodology of urban planning. Presentations and lectures were held by Ishaku Maitumbi (UN-HABITAT International Planning Officer, Head of Southern Regional Office).

The workshop covered main developmental objectives of the Partesh municipality and its settlements (Pasjane, Budriga and Partesh). The participants considered the economic, social, cultural and environmental grounds of the municipality’s development. The work was organized around four key points: land use and cultural heritage, economic development with a special focus on agricultural development , social issues including housing and education, and infrastructure and mobility. In order to ensure a structured and coordinated approach, planning tools were presented to the participants.

The participants held a dialogue with local administrative structures and were motivated to come up with and discuss new ideas and envision the overall development of the municipality. From this event further detailed plans will be worked out and implemented, generally contributing to the increase of the living standard of the people living in Partesh and its settlements. The residents will be themselves involved in the processes and thus local ownership will be brought from the stage of envisioning to the practical level of activities.

1st Political Academy – for Progressive Youth in 2011, Second Module

From July the 8th until July the 9th, the Friedrich-Ebert-Stiftung Prishtina Office and Olof Palme International Center invited the participants of the Political Academy for Progressive Youth to the academy’s second module, taking place in Gjakova. This time, the seminar focused on principles and mechanisms of a social welfare state and the improvement of the participants’ time management and networking skills.

The weekend was touched off by Christina Bergmann who gave an introduction to the work of the Olof Palme International Center. She was followed by Prof. Dr. Artan Fuga from the University of Tirana. He talked about Kosovar identity. The participants followed his philosophical approach to the issue of national identities with very high interest. Finally, Edvin Arnby Armata from Uppsala University, Sweden, presented the results of his research project on the correlation between the military capacity of states and the tendency for civil war.

The second day was fashioned by Dr. Besnik from New York University, giving a talk on the different concepts and elaborations of welfare states. He also spoke about the Slovenian exeptionalism in connection to the development of a welfare state system. 

On the concluding day, Bardha Qirezi from RIINVEST lectured on how the participants can enhance their time management skills as well as their skills for effective networking. To this purpose, role playing scenarios were set up by which the attendees simulated typical net working situations.

Presentation of "Decentralization - A Heavy Weight to be Carried Out"

On July the 5th, the Kosovo Local Government Institute (KLGI) and the Friedrich Ebert Stiftung Office in Prishtina invited to the KLGI’s presentation of its report named “Decentralization – A Heavy Weight to be Carried Out”. Joined, among others, by Deputy Prime Minister Slobodan Petrović and Pieter Feith, Head of the International Civilian Office (ICO), Ramush Tahiri, Executive Director of the KLGI, presented the main findings of his report to the public. The general tenor among the speakers was that decentralisation, although much has already been achieved in a short period of time, is a troublesome process and that there is still much to accomplish. One of the achievements, for instance, is the increased participation in the elections in recently created municipalities such as Novobrdo. However, many municipalities still struggle with a lack of funding, keeping them from using their devolved powers, and the existence of illegal parallel structures, for example in the area of education.

Debate:
Youth and Politics

 

On first of July, Friedrich-Ebert-Stiftung Prishtina Office invited to a debate about Youth and Politics at Hotel Prishtina. Prof. Afrim Krasniqi from the University of Tirana and representatives of Center for Qualitative Research (CQR), United Nations Development Programme (UNDP) and Kosovar Stability Initiative (IKS) contributed to the the debate and presented studies about the political landscape in Kosovo and the role of the youth in Kosovo's political life. In the following open discussion, lead by Besa Luzha from Friedrich-Ebert-Stiftung and Blerim Shabani from Center for Qualitative Research, the participants debated about the presentations.

1st Political Academy – for Progressive Youth in 2011

From 17th to 19th of June, the first Political Academy for Progressive Youth took place at the Emerald Hotel in Prishtina. Deputy Prime Minister Edita Tahiri, Deputy Minister of Foreign Affairs, Petrit Selimi, Anna di Lellio from The New School New York, Visare Gorani-Gashi from Swedisch International Development Agency and Besa Luzha from FES welcomed 25 young Kosovar citizens, who will participate in the First Political Academy, provided by Friedrich-Ebert-Stiftung Prishtina Office and the Olof Palme International Center, during the next months.

Friedrich-Ebert-Stiftung Prishtina Office and GAP Institute organised a debate in Hotel Prishtina about the study of GAP institute about Employment generation policy, economic development and Labour Law Implementation. Besa Luzha from FES, Agron Demi and Jeton Mehmeti from GAP Institute, Behxhet Gaxhigi, Advisor to the Minister of Labour and Social welfare and Flora Brovina, MP of the Committee of Health, Labour and Social Welfare participated in the discussion with the focus on maternity leave and the problems of monitoring the implementation of the Labour Law.

Conference:
"International Monetary Fund's decision to terminate the StandByAgreement (SBA) with the Government of the Republic of Kosovo"

The Friedrich-Ebert-Stiftung, the Foreign Policy Club and RIINVEST invited to a conference at Grand Hotel Prishtina about the recent decision of the International Monetary Fund to terminate the StandByAgreement with the government of the republic of Kosovo due to pay raises for public employees, implemented by the Kosovarian governement.
Lumir Abdixhiku from RIINVEST, Isa Mustafa, President of LDK and mayor of Prishtina and Sphend Ahmeti from Vetevendosje discussed in an open debate about the the end of the IMF program and its causes and consequences for Kosovo.

Training: Public Presentation Skills for local women Members of Parliament

The Friedrich-Ebert-Stiftung invited women of the municipalities of Prishtina to a training for public presentation skills.
During the workshop at the office of the Friedrich-Ebert-Stiftung, trainer Ulpiana Lama, former spokesperson of the Government of Kosovo, talked with the participants about the right behaviour in public speaking situations and showed them how to prepare for debates and television or radio interviews.

Roundtable discussion: The Constitution of the Republic of Kosovo – the Needs for Changes and Amendments

 

The Lawyers Association of Kosovo and the Friedrich-Ebert-Stiftung invited Members of Parliament, academics and lawyers to a roundtable discussion in Grand Hotel Prishtina, on the subject of the current Constitution of Kosovo and the need for changes. The discussion was enriched by the personal experiences shared by the former President of the Republic of Kosovo Mr.  Fatmir Sejdiu. All panel members agreed that the Constitution has to keep up with the changes in the society and provide for stability – a mission it has failed to provide. This calls for an in-depth analysis of the lacks in the legal text and – first and foremost – for an accurate and precise regulation of political responsibility in Kosovo. Especially the articles regulating the institution of the President, the election-process of the President and its relations to the Assembly, but also the requirements of a double-majority for decision-making in the Parliament were in the focus of the discussion.

The remarkable number of participants and the long list of raised questions proved the need for an open discussion of the possible changes and lacks of the legal provisions of the Constitution of Kosovo.

Forum on Economic Development Policies: Private Sector Development

RIINVEST and the Friedrich-Ebert-Stiftung Office in Prishtina invited representatives from private companies and the civil society, and also Kosovan institutions and experts from the field of economy and labor to Hotel Prishtina, in order to offer an arena for exchanging opinions and experiences. The discussion focused on current challenges for private enterprises, both what concerns the labor market and the regulations.

This roundtable discussion was a follow-up event from the series on Economic Challenges for Kosovo in 2011, that started the 1st of April 2011. The framework of the general “Forum on Economic Policies” aims at a thematic analysis and debates focusing on single economic policies. Debate: 1st of May - Day for celebration or protesting?

On the occassion of the Word Labour Day-1st of May, the Kosovo Tradeunions Federation(BSPK) supported by the Friedrich Ebert Stiftung organized a roundtable with all stakeholders in Kosovo to discuss the achievements in the labour regulations. Contradictory arguments were  presented by different stakeholders regarding the neccecity to protest on this day. The fact that there is an high unemploynment in Kosovo about 40% and many problems in the labour reglations and labour market was considered not important enough for protesting.

Kosovo Occupational Safety and Health Association in cooperation with Friedrich-Ebert-Stiftung-Office in Prishtina marked today the World Day on Safety and Health in Workplace by organizing a debate on the progress of Kosovo institutions to ensure a more advanced safety and health measures in the workplace. The motto of this year's World Day on OSH is  to advance the  Occupational Safety and Health  Management System.

Presentation of results of an analysis: "Elections in Kosovo 2010: Analysis and Trends” by KIPRED

FES Prishtina and KIPRED organized a debate on the results of a study on election trends in Kosovo regarding the process and results of the Kosovo elections in 2010. Few reccomendations are given how to improve the election system, electoral law and other mechanisms that ensure fair and just election process as a cornerstone of democracy.

In a debate organized in Gracanica, by Center for Peace and Tolerance (CPT) in cooperation with Friedrich-Ebert-Stiftung Prishtina Office, Rada Trajkovic,member of Kosovo Assembly and representatives from the Kosovo Statistical Office,Kadri Sojeva and Rrahman Tara debated about the results of the census process in Kosovo focusing on participation of Serb community in the process.

FES and RIINVEST Institute started a series of policy briefs and roundtable discussions on Economic Challenges for Kosovo in 2011 and beyond.
The first roundtable and respectively at the first policy brief: " Economic Challenges 2011 Plus" focussed on identifying all the economic challenges for the country in 2011 and beyond.  This general summary shall start as a starting point for the forthcoming discussions. The missing growth strategy for Kosovo, its growth generating capacities and possible barriers in this endavour are only some of the challenges identified. Further thematic analysis and debates focusing on single economic policies with concrete recommendations will follow. The roundtable hosted representatives of Kosovo institutions, political parties represented in the parlament, experts and representatives of the civil society.

Kosovo wil celebrate soon its 3rd anniversary of independence. Despite the evident progress in some fields, Kosovo has faced many challenges in the last three years. Economic development through stable macroeconomic policies; social cohesion, more jobs for young people, political stability and democratisation, attemps to get more recognition, talks with Serbia and EU-agenda are only some of the most important challenges. The Kosovo government, no matter what kind of coalition it will be, will have to face these challenges and select priorities. For this purpose, FES Prishtina Office has invited politicans, civil society and media representatives, academics and experts to select such priorities through a constructive discussion.
